Our Regulatory Framework

Number Access, LLC (“Number Access”) is a United States telecommunications carrier and wholesale communications infrastructure provider operating within the regulatory framework established by the Federal Communications Commission (“FCC”).

Number Access provides telecommunications numbering, voice and messaging connectivity, switching, routing, provisioning, network interconnection, and related infrastructure services to carriers and communications service providers.

Our network activities may encompass multiple regulatory functions, including those associated with a telecommunications carrier, voice service provider, and intermediate provider, depending on the services performed and the role Number Access occupies in a particular communications path.

These classifications are not necessarily mutually exclusive. Number Access may perform different network functions across its services and customer arrangements.

Number Access maintains regulatory registrations, filings, and compliance procedures applicable to its operations under the Communications Act of 1934, as amended, FCC rules, and relevant industry administration requirements.

FCC Registration and Regulatory Reporting

Number Access participates in federal telecommunications registration and reporting programs applicable to its operations.

These include FCC registration and identification systems, telecommunications reporting through FCC Form 499, and related regulatory processes administered by the FCC and the Universal Service Administrative Company (USAC).

Number Access files applicable FCC Form 499 reports and addresses associated federal telecommunications contribution, reporting, and regulatory assessment obligations as required.

Our regulatory activities also include maintaining appropriate contact information, compliance records, and reporting procedures for applicable federal telecommunications programs.

Voice Service Provider and Intermediate Provider Functions

Number Access operates wholesale voice infrastructure supporting the receipt, processing, switching, routing, and delivery of telecommunications traffic between interconnected networks and communications service providers.

Depending on the particular call path and network function, Number Access may act as a voice service provider, including in a wholesale terminating capacity, or as an intermediate provider carrying or processing traffic between other providers.

For example, Number Access may receive traffic from an upstream telecommunications carrier and route it onward to a downstream carrier customer responsible for providing service to its own subscribers or end users.

In other arrangements, Number Access may perform functions associated with wholesale voice service delivery or termination.

These activities are evaluated according to applicable FCC definitions and the actual network functions performed.

Number Access’s wholesale business model does not necessarily involve a direct contractual or subscriber relationship with the individuals or organizations receiving communications through its customers’ services.

FCC Robocall Mitigation Database

Number Access is registered in the FCC’s Robocall Mitigation Database (RMD) as a Voice Service Provider.

The RMD is a federal regulatory database established to support caller identification authentication, robocall mitigation, provider accountability, and industry cooperation in combating illegal voice traffic.

Number Access maintains an applicable robocall mitigation program and addresses FCC certification, reporting, record maintenance, and recertification requirements associated with its registered activities.

Number Access’s operations may also encompass intermediate-provider functions. The applicability of additional provider classifications and associated RMD filing requirements is evaluated based on the company’s actual network activities and FCC rules.

Number Access supports the objectives of the RMD framework through applicable measures involving traffic evaluation, network safeguards, provider due diligence, traceback cooperation, and mitigation of suspected illegal traffic.

STIR/SHAKEN Caller Identification Authentication

Number Access participates in applicable caller identification authentication requirements established under the FCC’s STIR/SHAKEN framework.

STIR/SHAKEN provides a technical framework for authenticating and verifying caller identification information associated with calls carried over supported IP-based voice networks.

Number Access addresses applicable authentication, verification, and authentication-information transmission requirements according to its role in the call path and the services involved.

The regulatory responsibilities of originating, terminating, gateway, and intermediate providers may differ.

Number Access’s handling of a call does not necessarily mean that Number Access originated the call, selected the calling party number, or possesses information identifying the calling end user.

Do-Not-Originate (DNO) and Call Blocking

Number Access participates in Do-Not-Originate (DNO) initiatives and implements applicable network-level safeguards intended to reduce illegal or improperly identified voice traffic.

These activities include the use of relevant DNO information and the application of FCC requirements governing calls that falsely present numbers that should not be used to originate traffic.

Number Access may implement appropriate blocking, filtering, or other mitigation measures for traffic associated with invalid, unallocated, unused, or designated DNO numbers, as required or permitted by applicable rules.

Network-level mitigation is performed in accordance with applicable regulatory obligations, including safeguards relating to emergency communications and other protected traffic.

Because telecommunications traffic can traverse multiple independent networks, mitigation at one network layer does not necessarily prevent similar traffic from reaching users through other carriers, applications, or communications platforms.

Telecommunications Numbering Resources

Number Access directly holds and administers telecommunications numbering resources within the North American Numbering Plan (NANP).

These activities are conducted under applicable FCC numbering rules and industry administration procedures, including coordination with the North American Numbering Plan Administrator (NANPA) and other relevant numbering and routing administrators.

Number Access participates in applicable numbering administration programs involving:

• Numbering resource assignment and administration.
• Numbering Resource Utilization and Forecasting (NRUF) reporting.
• Numbering resource conservation and utilization requirements.
• Carrier identification and numbering administration records.
• Number portability and associated routing database processes.
• Maintenance of accurate numbering, provisioning, and routing information.

Number Access files applicable NRUF reports and administers numbering resources in accordance with relevant federal requirements and industry guidelines.

Toll-Free Responsible Organization (RespOrg)

Number Access is an authorized toll-free Responsible Organization (RespOrg) participating in the United States toll-free numbering administration system.

As a RespOrg, Number Access administers toll-free numbering resources through the applicable systems and procedures maintained by Somos, the FCC-designated toll-free numbering administrator.

These activities may include toll-free number reservation, assignment administration, routing record management, RespOrg changes, number transfers, and related provisioning functions.

Number Access conducts its RespOrg activities in accordance with applicable FCC rules, Somos requirements, and toll-free industry procedures.

RespOrg administration establishes responsibility for particular toll-free numbering records and related authorized administrative functions. It does not, by itself, establish that Number Access originates, transports, or terminates every communication associated with those numbers.

Toll-Free Messaging and Authorization

Toll-free numbers may be used for voice, messaging, and other communications services through separate technical arrangements and service providers.

Number Access supports appropriate authorization, numbering administration, and industry procedures relevant to toll-free messaging enablement and associated number management activities.

Toll-free numbering control and messaging service operation may involve different entities and systems.

Number Access’s RespOrg role does not automatically confer operational control over every messaging service, platform, or application associated with a toll-free number.

Network Interconnection and Carrier Infrastructure

Number Access provides network infrastructure and interconnection capabilities supporting communications between carriers and other authorized service providers.

These capabilities include switching, routing, connectivity, service provisioning, and associated network management functions.

Number Access customers may provision, configure, and manage supported services through APIs and other authorized interfaces.

Number Access maintains responsibility for its own network operations and applicable regulatory obligations. Its customers independently manage their respective service offerings, subscribers, end-user relationships, and customer-facing communications activities, except where particular responsibilities are expressly undertaken by Number Access.

Robocall Mitigation, Traceback, and Network Abuse

Number Access supports industry and regulatory initiatives designed to identify, investigate, and mitigate illegal telecommunications traffic.

As applicable to its operations, these activities include:

• Maintaining procedures to identify and address suspected illegal voice traffic.
• Cooperating with authorized FCC, law enforcement, and industry traceback inquiries.
• Evaluating relevant upstream and downstream provider information.
• Responding to credible network abuse reports.
• Implementing appropriate network-level mitigation when warranted.
• Maintaining records and operational contacts necessary to support applicable compliance obligations.

Number Access recognizes the role of the Industry Traceback Group and other authorized entities in tracing suspected illegal voice traffic across interconnected networks.

The availability of network information depends on the particular call path, traffic handling arrangement, and records maintained by Number Access.

Customer Proprietary Network Information (CPNI)

Number Access maintains procedures designed to protect Customer Proprietary Network Information (CPNI) and comply with applicable telecommunications confidentiality requirements.

These responsibilities arise under Section 222 of the Communications Act and the FCC’s implementing regulations.

Number Access files an annual CPNI compliance certification as required by FCC rules.

The company maintains appropriate procedures concerning the authorized use, disclosure, protection, and handling of CPNI within its possession or control.

The categories of information available to Number Access depend on its role as a wholesale infrastructure provider and the specific services and network functions involved.

Number Access does not necessarily maintain the subscriber records, communications content, or customer information independently held by its carrier customers.

Law Enforcement and Regulatory Cooperation

Number Access responds to lawful requests from authorized government agencies, regulators, and law enforcement authorities in accordance with applicable law.

Requests are evaluated based on their legal authority, scope, the network functions involved, and the information reasonably available to Number Access.

Where appropriate, Number Access may assist with network-level tracing, traffic analysis, and other authorized investigations within the scope of its technical capabilities and legal obligations.

Requests for records maintained by an independent carrier, service provider, or communications platform may need to be directed to that entity.

Additional Federal and State Requirements

In addition to the programs described above, Number Access evaluates and addresses other regulatory obligations applicable to its services and operations.

Depending on the particular activity and regulatory classification, these may include requirements concerning:

• Communications Assistance for Law Enforcement Act (CALEA).
• Telecommunications network reliability and public safety.
• Network interconnection and traffic exchange.
• Telecommunications numbering and number portability.
• Telecommunications accessibility.
• State telecommunications authorizations, reporting, and assessments.
• Regulatory record retention, information security, and other carrier compliance obligations.

The applicability of individual requirements depends on the nature of the services, facilities, regulatory authorizations, and network functions involved.

Regulatory Information and Inquiries

Number Access maintains applicable regulatory registrations and filings with the FCC and other relevant administrative authorities.

Regulatory records may be independently verified through the appropriate federal databases and industry administration systems.
