Carrier Infrastructure & Network-Level Assistance

Number Access is a telecommunications carrier providing underlying network infrastructure, numbering, voice, and messaging capabilities to other carriers and communications service providers.

Number Access does not provide retail telecommunications services directly to end-user subscribers. Our carrier and service-provider customers maintain their own subscriber relationships, including applicable subscriber account information and customer records.

Urgent / Exigent Law Enforcement Requests

For authorized law enforcement agencies handling an emergency involving an imminent threat to life or serious bodily injury, Number Access provides a dedicated telephone contact for urgent exigent matters.

Urgent exigent telephone: +1 (563) 362-9999

This number is for urgent exigent law enforcement matters only. Non-exigent requests, subpoenas, court orders, and routine legal process should be submitted through the Law Enforcement Trace Request page.

All requests remain subject to applicable law, verification of requesting authority, and available technical capabilities.

Network-Level Trace Requests

As an underlying network operator, Number Access may be able to assist authorized law enforcement agencies with network-level tracing and routing inquiries involving communications that traverse or otherwise involve our infrastructure.

Depending on the circumstances and the information available, assistance may include reviewing network routing information, identifying relevant carrier interconnections, or helping determine the appropriate downstream or upstream provider.

Network-level assistance is subject to applicable law, technical capabilities, and the availability of relevant records. Number Access does not guarantee that a particular communication can be traced or that subscriber identity information is available.

Understanding Number Associations & Third-Party Communications

A telephone number’s association with a particular carrier does not necessarily mean that carrier originated, transported, or has visibility into every communication using that number.

Telephone numbers may be used with third-party or over-the-top (OTT) communications platforms, including internet-based voice and messaging services, which may operate independently of the underlying numbering or infrastructure carrier. Calling or messaging identifiers may also be spoofed or otherwise presented in a manner that does not accurately identify the originating provider.

Identifying the carrier associated with a telephone number does not, by itself, establish the source or routing path of a particular communication.

For suspected illegal, fraudulent, or spoofed voice and messaging communications, law enforcement agencies are encouraged to engage the Industry Traceback Group (ITG) for traceback guidance and direct assistance, as applicable to the communication type and available traceback capabilities.

Number Access may also assist with network-level inquiries involving communications that traversed its own infrastructure, subject to available records, technical capabilities, and applicable law.

Network-Level Mitigation

Where warranted, Number Access may implement network-level blocks in response to law enforcement requests or abuse reports. Such blocks may affect carrier routing but may not prevent communications through third-party or OTT platforms.

Subscriber Information Requests

Number Access generally does not maintain the subscriber account records held by the communications providers serving end users.

Requests for subscriber identity, account ownership, billing records, or other subscriber-specific information should ordinarily be directed to the subscriber’s service provider.

Authorized law enforcement agencies seeking network-level trace assistance or submitting lawful requests involving Number Access infrastructure may do so through our dedicated Law Enforcement Trace Request page. Assistance is subject to applicable law and available technical capabilities.
